| 8. |
Ward Council : |
| |
a. |
In every village development committee, ward having at least 15 general member of the party will form one village ward council and in a municipality ward committee of at least 50 members one municipality ward council will be formed. |

Office bearer & members of the ward executive committee will also be the members of their respective councils. |
| |

| 9. |
Ward Executive Committee: |
| |
a. |
A village ward executive committee will constitute 7 members of comprising of a Chairman a secretary. |
| |
b. |
In a village ward executive committee, three members including the Chairman will be elected from ward committee and other 3 members will be selected by the Chairman from ward council. And the Chairman will nominate one of the members as a secretary. |
| |
c. |
A municipality ward executive committee will constitute 9 people consisting of a Chairman, via chairman, a secretary, a treasurer, an assistant secretary and 4 members. |

d. |
Municipality ward council will elect the Chairman and four members of the municipal executive committee and, the Chairman will nominate four members from ward council. And the choice of the office bearer will be decided by the Chairman from any of the members. |

| 10. |
Village/Municipal Council: |
| |
a. |
In a village development committee a village council having the representation of ward executive committee members and in a municipality a municipality council having the representation of municipality, ward executive members will be formed. |
| |
b. |
Village council will elect a village executive committee and the municipal council will elect a municipal executive committee. |
| |
c. |
The Chairman of party organization committees in village and municipality level will be observers at the village and municipality council meeting. |
| |

|
| 11. |
Village/municipal executive Committee: |
| |
a. |
Village executive committee will consist 15 persons comprising of a Chairman, vice Chairman, secretary, assistant secretary, treasure and members. |
| |
b. |
In a municipal executive committee there will be 19 to 35 persons depending on the number of ward. This formation will consist one Chairman, vice Chairman, secretary, treasurer, assistant secretary and members. |
| |
c. |
50% of the executive committee members and a chairman will be elected by the related council but the rest 50% will be nominated by the Chairman out of the other council members. |

The Chairman will designate the office holders from among the related executive committee members. |
| |

| 12. |
Regional Council: |
| |
In a regional council the following will be the members; |
| |
a. |
All official and members of regional executive committee. |
| |
b. |
All the Chairmen of village executive committees and 3 representative members selected by the village executive committees out of its members. |
| |
c. |
All official and members of municipal executive committee within the region |
| |
d. |
All the municipal ward executive committee Chairman.

| 13. |
Regional Executive Committee : |
| |
The organization of regional executive committee will be as follows; |
| |
a. |
This committee will comprise of 15 members consisting of one Chairman, vice Chairman, secretary, treasurer, assistant secretary and members. |
| |
b. |
50 % of members including the Chairman will come from regional council through election. And the rest 50% will be nominated and designated by the Chairman. The chairman will nominate post bearers from among the members of regional executive committee. |
| |
c. |
Regional representative to the central executive committee will be invited to the regional executive committee meeting. |
| |
d. |
Elected RPP parliament members of the regions will be members of the related regional executive committee |
| |
|
|
| 14. |
District Council: |
| |
a. |
In a district council the following will be the members; |
| |
|
i. |
All the designated and non-designated members of district executive committee. |
| |
|
ii. |
All the designated and non-designated members of regional executive committee. |
| |
|
iii. |
Party parliament members and district representatives to central executive committee. |
| |
|
iv. |
Chairman of village and municipal executive committees. |
| |
|
v. |
Representative member making one forth of the total ward numbers selected by the municipality executive committee. |
| |
b. |
In the context of a district having only one electoral constituency region, the following will be the district council members. |
| |
|
i. |
Designated and non-designated members of district executive committees. |
| |
|
ii. |
Party parliament members of the related districts and district representatives to the central party executive committee. |
| |
|
iii. |
All the Chairmen of village executive committee inside the district and three representative members select from among the village executive committee. |
| |
|
iv. |
All designated and non-designated members of the party municipal executive committee of the district. |
| |
|
v. |
All the Chairmen of municipal executive ward committees of the district. |
| |
|
|
|
| 15. |
District Executive Committee : |
| |
The organization of the district executive committee will be as follows; |
| |
a. |
This committee will accommodate 15 to 27 persons consisting of a Chairman, vice Chairman, secretary, treasurer, assistant secretary and members. In specifying the committee members there will be 15 in a district of one constituency and each 2 more from each additional constituency. |

b. |
Including a Chairman, 50 % members from the district executive committee will be elected by the district council and the rest 50 % will be nominated and designated by the Chairman. |
| |
c. |
Elected parliament members of that district will be ex-officio members of this committee. |
| |
d. |
Regional Executive committee Chairman will be a ex-officio member. |
| |
e. |
All the Chairmen of the district level class organizations will remain as the observers in this body but they won't have the right to vote nor to run for election. |
| |
f. |
The relevant district representative to the party central committee will be as invited guests. |
| |

| 16. |
Function and authority of local councils: |
| |
From ward to district level, party organization council, will have following duties and rights. |
| |
a. |
To supervise, evaluate, inspect and guide activities of executive committees. |
| |
b. |
To discuss, verify and approve the report sent by executive committees. |
| |
c. |
To conduct election of the concerned/related executive committees. |
| |
d. |
To discuss and finalize the account report sent by the executive committee. |
| |
|

| 17. |
Duties and authority of local executive Committees: |
| |
The following will be the duties and authority of the executive committee from ward to district level. |
| |
i. |
To follow party policies, principles, programmes and directions. |
| |
ii. |
To assist people in resolving their day to day problems. |
| |
iii. |
To lead and organize people welfare activities. |
| |
iv. |
To conduct program, against partiality, injustice and suppression. |
| |
|
To Prepare disciplined and dedicated party activists. |
| |
v. |
To promote harmony, coordination, goodwill and cooperation between elected committee members and class and occupational organizations in their respective local levels. |
| |
vi. |
To remain ever active for contributing effectively in the consolidation of the party organization. |
| |
viii. |
To analyze the political, economic, social, educational, business, security as well as the various causes of peoples grievances. |
| |
ix. |

To conduct meetings conferences, seminars and trainings. |

To conduct membership drive continuously, renew membership and recommend for active membership. |

To form 3 member disciplinary committee in order to take action against undisciplined party activists/cadres. |

To formulate election committees under the directives of central election committee at different levels. |

As per the political and physical needs required for the political mobilization, the district executive committee can form a "party area co-ordination committee" with members at the moot in areas stipulated for the formation of District Development Committee. |

Duties and authority of local executive committee members: |

Central convention will be the highest party organization body, and following will be its members: |

4 district representatives including one women selected by the district executive committee in district having more than one electoral constituency. |

h. |
35 (at the most) nominated members by the central party chairman will remain as observers without voting rights. These nominees will be selected by the chairman based on their contribution to the party activities. |

Chairman of the party class organization, central committee will also be the observers and with no rights of voting and candidacy. |

| 21. |
Duties and authority of party central Convention: |
| |
a. |
To elect a Chairman and members for central executive committee. |
| |

To take decisions on party policy matters. |
| |
c. |
To discuss upon political, economical and social reports submitted by the central executive committee and pass them. |
| |
d. |
To provide programmes for central executive committee. |
| |
e. |
To review the entire party activities and provide necessary directions and guidelines. |
| |

To amend the constitution. |
| |
g. |
To discuss upon the reports of party general secretary and party treasurer and approve them. |
| |

| 22. |
Central Council: |
| |
The following will be the members of central council. |
| |
a. |
Members of the central executive committee. |

Chairman of party district and regional committees. |
| |
d. |
Two representatives selected by members of the regional executive committees from among themselves and two members selected by district executive committee in the case of districts which have only one constituency region. |

Duties and authority of Central Council: |
| |
a. |
Central council will discuss upon the prevalent political, economical and social and other current issues and clearly state party's position on them. |
| |
b. |
To analyze party activities and provide necessary directions to central executive committee. |
| |
c. |
Central committee will not interfere in the constitutional amendment in between one general convention to the other but besides this; it will carry out the duties of the convention if necessary. |
| |
d. |
In matters of national importance and interest, this body will take immediate decisions and execute them as necessary. |
| |
|
|
| 24. |
Central Executive Committee: |
| |
This committee will execute all the programmes directed by the general convention and central council and will also remain answerable to central council and Central Convention.
Formation of central executive committee will be as follows; |
| |
a. |
There will be a Chairman, vice- Chairman, general secretary, one speaker and one assistant general secretary and members totaling 41 in numbers.
b. Including 10 percent women members and a Chairman, 50% members will be elected while the rest 50% will be nominated and designated by the Chairman himself. |
| |

It is mandatory to be a member of general convention to become the candidates for chairman and members in the election or nomination. |
| |
c. |
Designated members of this committee can't take turn for more than 2 times in office. |
| |
|
|
| 25. |
Duties, functions and power of Central Executive Committee: |
| |
Following will be the job, duties and power; |
| |
1. |
To execute policies, programmes and decisions passed by the central general convention and central council |
| |
2. |
To design and develop different activities and execute them in order to meet party objectives. |
| |
3. |
To supervise, evaluate, monitor and give necessary direction and consultations at various levels. |
| |
4. |
To formulate and implement a code of conduct for party cadres. |
| |
5. |
To maintain records of active party workers throughout the country. |
| |
6. |
To explain the party constitution decisively. |
| |
7. |
For the purpose of meeting the needs of the party at central level to form committees, departments and commissions and stipulate their purpose, place, duties and authority. |
| |
8. |
To analyze and evaluate current national and international issues and seek their solutions. |
| |
9. |
To bring out publication of party manifesto. |
| |
10. |
To assign responsibilities to central committee party official, non-official members and dedicated party cadres. |
| |
11. |
To evaluate the activities of class and occupational unions. |
| |
12. |
To carryout disciplinary investigation of the district and above level officials and form a disciplinary committee for action recommendation. |
| |
13. |
In the event of any party unit organization, the member or official is deemed or seen as being inactive or indulging in anti-constitutional activities and behaving irresponsibly and defying party directives and creating division within the party then such party units and workers will be served a notice of suspension and warning on the recommendation of the disciplinary committee. However if, even after such a notification reinstatement of discipline felt to be lacking the central executive committee can expel the member and dissolve the party organization in question at the recommendation of the central disciplinary committee. |

Until next election this committee can form an adhoc committee in place of dissolved party organization. |
| |
15. |
To increase and mobilize party fund. |
| |
16. |
To perform necessary works for spreading party's impacts and influence among the people and consolidating party organization. |
| |
17. |
To reshuffle party organizational units in times when constituencies are dismissed or changed or when VDC's are incorporated into municipalities. |
| |
18. |
To study and evaluate the reports received from party or organizational bodies and party supporting class unions and take necessary actions against them. |
| |
19. |
To study and evaluate party position and prepare and submit report into the council or general convention at the time of general and local election. |
| |
20. |
To extend and maintain friendly relation with national and international association and organizations and work for mutual benefits. |
| |
21. |
To appoint an auditor and maintain a clear, regularized and transparent party financial management. |
| |
22. |
All that is required for the consolidation of the party. |
