Chapter 2

5. Objectives and membership :
 

While remaining committed to constitutional monarchy, people's sovereignty, parliamentary system and multiparty democracy, RPP will have the following objectives;

To establish democratic society with human rights through an all round and balanced development of all sectors, regions, caste, nationalities and classes and by rendering the kingdom of Nepal into developed, strong and prosperous nation.

To protect and promote national interest and welfare of Nepal while expanding and consolidating the basis of Nationalism within a democratic framework.

To make the national economy free and self reliant through liberal, open and competitive economy and also to provide support for the economic and social development of the poor and backward as well as to promote state participation and leadership in areas with high social returns.

It will also be the objective of RPP.

To conduct and pursue a foreign policy based on the tenets of world peace, international law, charter of UN non-alignment and the principles of panchasheel.

   
6. Membership:
  Party membership will be as follows;
  a. Ordinary
  b. Active
    i. For ordinary membership the following criteria are specified.
      a. Nepali Citizen
      b. Above 16 years of age.
      c. Committed to party principle.
      d. Mentally healthy.
        With the above qualifications a person will be awarded an ordinary party membership with the payments of Rs.10/- for the period of 4 years. And this membership will have to be renewed before village and municipality council elections.
    ii. Active Membership
      For active membership the following criteria are to be met ;
      a. A person engaging at least for 30 hours a month in the party activities such as party development, extension and distribution of membership and party organization can apply for active membership with the payment of Rs. 50.
      b. On the application, the local party committee will work out it's judgments or opinion and send it to the district executive committee. And according to the recommendation of the local committee the concerned department will award active membership on the payment of Rs. 50/-.
      c. The certificate of Active membership will be handed by the party central working committee. But this committee can authorize the district committee or any official or even an active member to do so.
      d. In special cases, the party central Chairman can award active membership on the payment of Rs. 50/. But the name of the member will have to be sent to the related district committee. Every active member profile will be sent to the related district. Every active member will have to renew the membership according to the article 6 (a) 15 of the constitution.
      e. The active member will have to submit the work details to the concerned department every three months. This kind of presentation to the senior level is to be regularly sent by every levels of organization.
      f. Active membership is a compulsory requirement for the candidates seeking to run elections for the post of Village/Municipal chairman and above.
    iii. Member's record Profile:-
      The details such as name, surname and address of the member will be kept and maintained in the offices of related village, municipality, constituency region and districts. The district executive committee will have to send one copy of member profile to the party central office and the central office will also have to keep profile of the active members throughout the kingdom.
    iv. End of membership:
      There will be the end of membership in the following conditions.
      a. Death of the member
      b. In resignation
      c. Failure to renew membership
      d. For taking other party membership.
      e. Expulsion from party on disciplinary action.
